刚刚被扒说谎两万次的特朗普,又被告了……

当地时间7月13日,世卫组织总干事谭德塞在日内瓦总部举行的新冠肺炎例行发布会上表示,尚未收到美国退出世卫的正式信函。但另一边,特朗普政府恐怕已经收到了来自全美17个州的起诉书。


《华盛顿邮报》7月13日报道称,自2017年1月就职以来,美国总统特朗普经常就各种国内和国际话题发表不真实的、或有误导性的言论,其中包括评论针对他自己的弹劾程序、对新冠疫情的防控发表看法以及围绕非裔美国人乔治·弗洛伊德死亡的事件发声。报道指出,截至7月9日,在入主白宫后的1267天内,特朗普撒谎20055次。

Trump made 492 false and misleading claims in the first 100 days in office, revealed a database created by the news outlet. The frequent topics of these claims include his impeachment, coronavirus pandemic and extrajudicial killing of unarmed African American man George Floyd.


这不,事到如今,即使特朗普终于推翻了自己此前抨击戴口罩的言论戴起了口罩,却依然罔顾美国严峻的疫情形势,多次在公开场合发言要求重启经济,重开学校。


当地时间7月6日,美国国土安全部下属的入境和海关执法局曾发布一份通报,规定2020年秋季学期的外国留学生如果仅上网课,将无法取得赴美签证或维持当前签证。有教育界团体质疑,这是政府为了营造美国“恢复正常”的假象,以留学生作筹码,迫使院校加快重开。


一石激起千层浪,这个政策让特朗普政府收到了来自各方的诉状。


美国17个州和首都华盛顿哥伦比亚特区13日共同向位于马萨诸塞州波士顿市的联邦地区法院提起诉讼,寻求阻止美国政府发布的留学生签证新规生效。


在诉状中,17个州和华盛顿特区检察长把美国国土安全部及其下属入境和海关执法局列为被告,指责美国政府采取“残酷、突兀和非法行动,在疫情中驱逐国际学生”。

Seventeen U.S. states and the District of Columbia sued the administration of President Donald Trump on Monday, rejecting the federal government's recent rule stripping foreign students of their visas if the institution they are enrolled in only offers online teaching this fall due to the coronavirus pandemic.


Led by the Massachusetts attorney general's office, the lawsuit came exactly one week after the U.S. Department of Homeland Security and Immigration and Customs Enforcement (ICE) released guidelines vowing to invalidate foreign students' F-1 and M-1 visas if the educational institution they are enrolled in switches to online-only courses, possibly depriving them of their legal status to stay in the United States.


牵头提起共同诉讼的马萨诸塞州检察长莫拉·希利发表声明说:“这一规定缺乏常识,迫使学校在保持国际学生入学与保护校园健康安全之间做出选择,而特朗普政府甚至没有试图解释其根据。”声明说,留学生签证新规不仅伤害国际学生及其家庭,也将对他们所在州的公共卫生和经济状况“造成不可弥补的损害”。


新泽西州检察长格比尔·格雷瓦尔发表声明说,留学生签证新规“利用国际学生和他们支付的学费作为杠杆,迫使高校在做好准备之前就开始面对面授课,将所有学生的生命置于危险之中”。


美国媒体援引诉讼文件报道说,发起共同诉讼的17个州和华盛顿特区共有1124所学院和大学,2019年招收约37.33万名国际学生。耶鲁大学、西北大学、芝加哥大学等约40所美国高校提交了支持这起共同诉讼的声明。

"The Trump Administration didn't even attempt to explain the basis for this senseless rule, which forces schools to choose between keeping their international students enrolled and protecting the health and safety of their campuses," Massachusetts Attorney General Maura Healey said in a statement.


The lawsuit, filed in the U.S. District Court in Boston, sought an injunction to stop the entire rule from going into effect, accusing the federal government of engaging in a "cruel, abrupt, and unlawful action to expel international students amidst the pandemic that has wrought death and disruption across the United States."


上周,哈佛大学、麻省理工学院等高校已经就相关问题对特朗普政府发起诉讼。目前已有超过200所美国大学签署法庭文件,支持哈佛与麻省理工的诉讼。


据《国会山报》统计,特朗普执政近四年来,各州联盟提起过超100次跨州诉讼,想必特朗普政府处理起来应该已经有了一定的经验。


但是大选在即,特朗普不时发表的错误言论显然对选民的立场颇有影响。


美国有线电视新闻网(CNN)指出,根据约翰斯·霍普金斯大学的最新数据,几乎每100个美国人中就有一人感染新冠病毒。其中,得克萨斯、亚利桑那和佛罗里达三州是近来新冠病例激增最快的三大疫情“重灾区”。12日,一份由美国哥伦比亚广播公司新闻部和英国舆观调查公司联合发布的民调显示,这三州多数选民认为,州政府重启经济“过快”。


得州、亚利桑那州和佛州分别有61%、64%和60%选民认为州政府重启经济、取消“居家令”过快,同时分别有63%、68%和70%选民认为本州过快重启迫于总统唐纳德·特朗普领导的联邦政府施压。

A poll jointly released by the CBS News Department and YouGov on Sunday revealed that most voters in these three states believed that their states reopened too soon and feel local authorities acted too fast under pressure from the Trump administration.

而根据《国会山报》的一项民调显示,对于特朗普一直以来为甩锅中国而将新冠病毒污名化为“功夫流感”的言论,有近7成的注册选民表示了反对。


And the inflammatory language used by U.S. President Donald Trump characterizing COVID-19 as "kung flu," was seen as inappropriate by 66 percent of voters according to a recent Hill-HarrisX poll. Sixty-six percent of 933 registered voters opposed the term. But reactions still fell along party lines with 83 percent of Democratic voters and 66 percent disapproving the language, while 56 percent of voters affiliated with the GOP, didn't think it was problematic.
